How to create order level freight charges (Percent

Hi,
Please tell me how to handle freight charges at Order Level. ( I have some idea that this will be happen by creating modifiers).
But my problem is that I am not able to create freight charge using application method as "Percent" in Modifier ( At order level)
Please give me some suggesstions.
