Hi
To define modifier use navigation
Order Management super user -> Pricing -> Modifiers -> Modifiers Setup

Select modifier type as Discount type while crating the modifier

1. Implement Advanced pricing module to define modifiers
2. Just udpate selling price directly as you want; this is controled by a system profile
