I am explaining truly based on logic,
The terminologies Accounted and Posted carries two different meanings.
Accounted often refers to the accounting of transactions at Subledger level
Posted often refers to posting transactions in General Ledger, we never do accounting of a GL transaction, we only post all accounted transactions.........
So what it tells is, Accounting is the first step, only after accounting posting happens.
Therefore "Accounted but not Posted" means, the transaction is accounted in Sub ledger (be it AP or AR or what ever) and the transaction is not posted in General Ledger.
One can run Transfer to GL program with journal import and posting parameter as YES, so that all these accounted transactions will also become posted transactions.....
please confirm if i have gone wrong anywhere.....

Here are the steps involved while sending data from AP to GL,
1- Accounting Generation
2- Transfer to GL Request (if parameter Submit Journal Import = Yes then step 3 will be skipped) << step two also referred as posting to GL
3- In GL import Journals Request
4- Posting Journals
