Oracle Payables and Oracle Payments are different Modules.
Oracle Payments can be technically termed as a new module in Release 12, however it actually replaces the ipayment module which was used in Release 11. Therefore Oracle payments can be stated as a replacement to ipayment module.
Dont get confused about the payment functionality available in payables module..... payments are done in payments module only and not in payables module, for easier access, the functions are added in the menus.
Just because we have flexfield definition menus in all subledger responsibility, it does not mean that it is owned by that subledger, these are shared services.
Payments are taken care only in Payments module, even though you navigate to Payment manager or Payment Administrator from the Payables responsibility, it will invariably navigate you to the Payments module only.
The differences between the module is ,
Payables takes care of invoices or documents payable
Payments takes care of making payments to those documents payables.....

This conceptual difference has often caused confusions at various levels, the more you work on this functionality and perform setups of A to Z you will appreciate it yourself..... else it will stay as a grey area forever...
