can any one tell me what is the steps to setup financial models on fresh application
2- from where i can make location ?

Hi Ali,

Please check HRMS/Payables / Inventory responsibilities which have access to creation of locations, there could be other modules as well ...which has the form for creating locations .....
In order to setup financials, you can get the complete check list of setups from the oracle user guides .. and also download the presentations available in erpstuff .
