API for qualification

Hi friends...

I am doing some R&D on qualification API. i found it contains p_effective_date.....
can anybody tll me what is this date and in which coloumn it stores...
i am really confuse with this date fields....api run successfully......it also insert record successfully but i didn't see this effective_date coloumn in it so can anybody tell me why this parameter is required and where it stores?
