Unable to Enter value - AR - New Customer window

I am trying to Create a New customer in AR.
After entering the Address,
in the Business purpose TAB
I selected under Usage > Bill to,
Under Location >
I want to enter Headquartes. The Field is Greyed out. What is wrong?

Request assistance.
