Creation of Geography name for Tax Purpose

Creation of Geography name for Tax Purpose

Hi
Can anyone plz let me know how to create Geography name to populate the values in Ebusiness Tax administrator -configuration.
to create Tax Jurisdictions,i need Geography name and geography code ,so here the values not populating ..
so can anyone help me on this
