R12 Upgrade versus Implement

Customer has already implemented AP and GL in 11i version 11.5.10.2. Now interested to go for R12 upgrade. So, we would like to know the most economical route to adopt for this project:

1) Will R12 implementation of AP and GL be safest option in comparision to R12 upgrade?

2) What are the pros and cons of R12 upgrade versus implement?

>> I don't know if there is upgrade from 11i to R12 available by Oracle yet and if so that must be very difficult and will have many problems and patches requirement.
