Blanket Consignment PO Shipment Problem

I have a Blanket PO with 2 lines. Its a consignment PO. Line 1 has an item which has 37 releases against it. When i go to the Find Purchase Order form and query for the PO number by releases and try to see the shipments, one release shows '0' qty as billed. AP does not pick anything and Consignment transfer is done correct. Can any one pls point out the problem.
