EBtax on gross amount and net amount

In Pakistan government just passed a law that from now on Sales Tax will be applied on List Price that is Before discount price. Now I would like to know how to setup a Sales tax so that sales tax will be applied on before discount rather than on after discount. e.g
17% GST deduct on Gross amount 100 USD = 17 USD
10 % Discount on 100 USD = 10 USD
Item = 100+17-10= 107
Net sale order value = 107.
