Unable to open login page after 12.2.12 upgrade

Hi Friends
I just installed EBS 12.2.0 and upgraded to 12.2.12 all my services are up and running, added host IP and FQDN in my windows hosts file
unable to open my login page I get the below error
"took too long to respond"
I am more of CORE DBA New to EBS side, where to start investigation.
I am able to ping IP and FQDN
