in order to login to Oracle Metalink you need to Oracle CSI ( Customer Support Identifier ) number.

please to get your Oracle CSI ( Customer Support Identifier ) number ?

This is not available for public. The CSI Number is provided to Customers who have purchased the Licensed Software of Oracle and who are eligible to get Support from Oracle by paying the annual Support Maintenance Fees for the Software. If you are working for any Customer who has installed Oracle applications, then they can create an user for you and provide login access. It is a violation to share the Login and password of one Customer to other person who is not an employee of the Customer or employed as a Consultant for the Customer.
