R12 Tax

Hi
I want to use the E-Business Tax in R12 but im not able to, I have done the following:
Created tax regime
Created tax
Created Tax Rate
Now I want to use this tax in Payables - Invoices
I have been able to enter the Tax Regime code, Tax, tax Status but Im not able to enter the Rate Name
Am I missing come config?
