I was working and putting prerequisites for payables. Setting up all basics and joining SOB with payable application. Next I assign my organization to responsibility in MO: Operating Unit. Immediately after that step I got unexpected error, and couldn't allow to get log into apps again. My operating system is XP pro SP2, 11.5.10.2 (apps), Oracle RDBM 9.2, and Unix tool kit cygwin.
Any immediate feedback will be highly appreciated.

I am also not able to get log into diagnostics, before that problem pop up. In addition to above specs I am not also getting login thru sysadmin.
