Anyone can help me how to customize <b><i><u><span id='hl' style='background-color: yellow'>"International HR and Payroll"</span id='hl'></u></i></b> to meet the requirments of a country that not supported by oracle,

Thank you for your kind help, actually we are implementing HRMS for jordan, and as you know that jordan in not supported by oracle (Oracle has not delivered any localization for jordan), so we have to use international hr and payroll. My question is how I can implement "International Hr and Payroll".
