List of users attached to a program/request

Hi Friends,
I need to write a query to get a list of Oracle users who are attached to a particular request/program.
For example, suppose I wish to get a list of users who can submit the request "Transfer Inventory Transactions to GL".
Users are attached to responsibilities, responsibilities are attached report groups and report groups are attached programs/requests. Now we have to link the users with the program/requests.
Shall appreciate help please !!
