Notification of On-Hold Orders

Hi there is a small requrement....pls guide me..
My requirement is Notification of On-Hold Orders ..
Here iam able to access On-hold orders with the details order num/order-item etc...if there is any hold on order need to send notification through e-mail/fax/phone....pls guide me how to send the notification...whether its cums under forms customization....
