No Primary Ledger in LOV (Defining Organization)

Dear All
In Oracle Prod R12
I have created Inventory responsibility attached to a user
I created a Business group
I have created Primary Ledger

assigned to responsibility using MO Security profile and HR Business group
the problem at
when i Login to inventory responsibility and try to create inventory organization and further select account information in the field of Primary ledger no lov is shown.
please tell me what I am missing

I guess you might have missed the below steps:

After Creating Primary Ledger, you must define Accounting options for your primary ledger... that too after defining accounting options you must click the complete button, else your ledger will not be available for selection any where

or
Assigning ledger to your responsibility using GL: Ledger Name ...
