Can I create a value set for a descriptive flexfield segment that generates numbers sequentially and automatically for each record entered by the user.

If the above is possible what is the action plan?

Value set can contain all the required values. Hence all the values need to be defined in the value set , and then selected from the front end form during actual transactions. As such it will not generate sequential numbers automatically.

If you can explain the scenario of where exactly auto numbering is needed perhaps I can explain more.

In all probabilities you will need a small customized code for your requirement
