Need information on Automated Billing in Telecom I

Does Oracle provides any automated Billing solution which would create Invoices based out of Install base. Wondering how Oracle Applications can be used for automation of Billing of the subscribers of a Telecom Industry.

Lets say for example, Hutch Telecom is using Oracle Applications and has implemented Install base to store the subscriptions which will be charged based on the usage and plan. Does Oracle provide any solution to automate this billing on a monthly basis. Any information would be helpful to expand our horizon on understanding the Telecom industry implementations
