Unaccounted Transactions Sweep

What is the purpose of Unaccounted Transactions Sweep program.
Tell me when there is no balances need to be transfered to next period is it necessary to run this programs.
when closing period some it is not showing note for exception.
If there is any exception what will be happened? will it close and transfer the balances?
