Problem with homepage

i got a problem with my dev instance. I am working on 11.5.10.2(windows). My Apps technical team is not able to run payroll.They r getting error like "PYUGEN.exe ERROR". So i sent a diagonised report to oracle abt the prob and they replied telling me to run hrglobal.drv located in per_to/patch/115/driver. We got some error in the patching n it couldnt complete patching. Now when i am able to login into my homepage but not able to use any responsibilities i am getting error like below

"You need to define a global grant for function <OAHOMEPAGE> instead of setting the context dependency flag to NONE."

Its coming on the top of the page for even oam also. I cant see even logout option also. Try to help as soon as possible.
