Thanks , I am using Prod and after installation I have done the following steps
Created HRMS Responsibility and a Test User of global HRMS
Set the HR: User type = HR and Payroll
Login through Test User and trying to create location in Work Structures and I have observed that in any form which I am trying to open the error message is same as I have mentioned.

Hi dear
You can not use pord instance direct, you need to setup some profile option like:-
HR: business group.
HR: security profile.
HR: user type.

than you need to link this Business group with the responsibility after that you can create UserID.

I hope this will work with you

After Applying these Profile Setting if the error is not resolving then you will check the from Sysadmin Responsibility

Work Flow --> Oracle Application Manager --> Work Flow Administrator

at this page go to site map you will see all the Modules that have the License you have only enable those modules that you will working on it.

if it is enable there is no option to disable

Check the HRMS Modules are Enable or not if not then you will enable it.

Thanks & Regards

On your HRMS Responsibility using the menu that is given below

GLB SHRMS Navigator
GLB HRMS Navigator

Both these menu are used for the the HR and Payroll Configuration
