How to resolve Inactive Manager issue on Win XP?

When I submit the concurrent request, the status remains as Inactive Manager on Windows XP. How can I resolve this?
If your concurrent managers are not working on an XP install. Try the following:
1. Login as SYSADMIN
2. Choose System Administrator responsibility
3. Choose Profile --> System
4. Query up GSM%
5. Change the value of GSM: Enabled from a Y to a N.
6. Shutdown your laptop and reboot.
Your concurrent managers should now work OK.
