No Budget Assignment system passing funds

Hi Friends
my query is below
Version 11.5.10.2
1) we have 10 account code combinations exists in the entire sob
2) budget control enable, budget and budget organization defined
3) budget range and assignment is defined
4)in budget org range we defined with only 5 code combinations out of 10 with absolute ,ytd,ytd and Budget name
5)Budget org maintained succssfully
6) Budget Journals Created and posted with the above 5 codes
7) Enter manual journals with the above budget ranged 5 codes funds checked and passed,reserved and posted
Entered manual journals with remaiing 5 which was not in the budget range
9) funds checked and passed ,reserved and posted
here is the issue why the system is passed funds check point no 8,9 even though there is no budget assignment defined or no funds available
