Items - Cumulative_Total_Lead_Time

In everything I can find to read, the Cumulative Total Lead Time field in the item master pertains to make items.
We have Oracle Applications : 11.5.10.2.
In our Item Master our purchased parts have quantities. We believe it should be b.preprocessing_lead_time + b.full_lead_time + b.postprocessing_lead_time and this is true for 75% of our purchased parts. The other 25% of the parts I have no idea how it was calculated.
Does anyone know how this field gets populated for purchased parts?
