Reg: R12 Purchasing APP-FND-01388 but PO Approved

Dear Members,
When i am doing on Vision Instance
PO got Approved when select for Approved. But in Status bar it is show in APP-FND-01388: Cannot Read Value for Profile Option FND_DEVELOPER_MODE in routine & ROUTINE
When i Approved PO. One Program is Executed "<b>PO Output for Communication</b>" Executed with Error
