Error 1065: The database specified does not exist

Hi
I was using "Projects Vision Operations" and all of a sudden light went off (i guess my microtek UPS is not working properly) and it restarted my system.
On restart i got the following error
Could not start the OracleConcMgrVIS_apps service on Local Computer.
Error 1065: The database specified does not exist.
I looked at the Metalink for the solution as below. But i am not able to understand how to set %ORACLE_HOME%\bin
and %AU_TOP%\bin in the system path

You have installed Release 11i Applications using rapidwiz on NT.
While trying to start the concurrent managers through the services,
you receive the following error:
Error:1065
The database specified does not exist.
In the system Event log file under Start -> Programs -> Administrative
Tools -> Event Viewer, you also receive the following error:
cannot read file ora805.dll
You have made sure the database is up and running.
Solution Description
--------------------
Make sure that the %ORACLE_HOME%\bin and %AU_TOP%\bin are
included in system environment variable %PATH%.
Set the variable correctly, and reboot the system.
Explanation
-----------
When you start the concurrent managers in services, %FND_TOP%/bin/CCMSVC.exe
is called to start the concurrent manager.
CCMSVC does not enable the user to specify the ORACLE_HOME path to be used
by the concurrent manager. You may receive the above error if %ORACLE_HOME%\bin
and %AU_TOP%\bin are not in the system path.
