Reg: E-Business Tax - Defining Geography

Dear Memebers
When i am Defining Geography Type as Country it giving message "<b>Value for geography_type must be unique</b>". That means already there is Country. But when i Select Add Geography Type as Country, it is not showing Country.
Can any one tell me Why
