Role of an Oracle Functional Consultant?

Hi Everybody,
I always get confused by the role of a Oracle Financial Functional Consultant.
What is the role of a Functional Consultant?
a) In case of conversion to Oracle Financials from Legacy systems
b) In case of upgrades(For instance from 10.5.9 to R12) ,patch application etc other than post implementation testing.
c) In case of a customised implementation of Oracle Financials.
d) In case of Gap - the customization of apps - discssion with technical consultants.
Another aspect which confuses me is to what extent an Oracle Financials Functional Consultant needs to know the technical aspects like a) Backend tables b) PL/SQL c) Discoverer d) Oracle Forms and Reports d) Data Loader considering all the phases of implementation
I will be glad if I can receive a detailed answer with the perspective of one who has only 1 or 2 implementation experience and one who has more than 5 to 6 years of implementation experience (Difference in experience for the two with the assumption of same skill sets).
