toad is just like Oracle Sql*plus tool
It is user friendly
It is used for both sql and plsql .
It is used so many people.
In toad table creation and constrains creation on table's is very easy.

suggestion:

If your are a biggner in oracle don't use toad.
All experience persons know's what is toad
