11i Sourcing Fundamentals

The description of Oracle's course states one of the objectives to be:
"Understand the <b>new Sourcing Optimization</b> product".

Can anyone advise when this part of Sourcing was introduced. I have a client on 11i who believes that he does not have this particular part of sourcing.

Any information would be most welcome.
