Please reply anybody who cane suggest me How to enry High Sea Sale in ERP?

First of all What is High Sea Sale.
Let us say an importer imports Car in Pakistan via Sea now importer want to sale these cars to a third party in Pakistan whilst shipment is in sea and on the way to Pakistan to save import duty this is called high sea sale.
i am not sure but i guess we can declare Sea as sea as sub inventory and then made sale accordingly at dispatch level made move order from Sea Sub inventory.
But tax issue need to be tested.
