This is NOT the support identifier. This is metalink note id.

I believe you don't have metalink userid/pwd. Metalink userid/pwd is not available to public other than customers and partners. If you are working for a company and if CSI number is avaialable to your company, then ask your DBA to create a metalink userid for you.
