MOAC Setup

Hello My dear,
I am having this scenario, i try to implement (multi org access control - MOAC) in R12.1.1 in the solutionbeacon site , all steps are implemented correctly but
when trying to restrict a specified operating unit to a user from more than operating units defined in the security profile , i found that the only responsibility such as : (test_OM) ->Payable->options-> user operating unit preferences
is only restrict to a specific O.U that i set to this user , but when navigate to another responsibility (test_Purchasing) assigned to the same user and enter i found all O.U in the PO Header that defined in the security profile, i do not know why?
