What difference does it make in applying security rules to Value sets & KFF SEGMENTS?

can somebody explain me with an example.

Key Flexfield Segment values will not be displayed for the users through responsibilities if security rules are defined ....

hai,

according to my knowledge security rule works with only responsibility wise while cvr works with code combination.that too new combinations.

i think we can apply security rule to kff. if i am wrong let me know.
