Can we Define Business Group without Human Resources. We are implementing following modules All Financials, Purchasing, Inventory and Order Management.

You don't need to implement Human Resources to define Business Group. Just add the Global HRMS responsibility and then define the BG.

True as in order to complete setup of any module if there is any dependency that you can and have to do from that module no extra cost. No need to pay for HRMS as it is already there so you can configure other modules. As you will have to define employees as well not only BG. Thanks
