Not getting "Open multiple operating unit". Did you mean creating multiple OUs under one legal entity?
Have you created atleast one operating unit? If yes, you need to create other operating units in the same way. Attch the same LE for all the OUs.
If you are on 11i, you should run multi-org scripts (contact DBA)
