Transact Move Orders - manual allocations

We deal mostly in bulk rail car shipments. The customer will order 195,000# of product but we have several lots (railcars) with between 190k and 194k - none above 194k. We will short ship an order to a customer within 10% - so if they order 195k, we will ship a 194k lot.
Allocation always backorders in this case since we have not lots that meet the order qty. It would be very cumbersome to always go back and change the order qty - we just want to be able to manually allocate and be able to see all lots and then pick the lot we want.
Anyone have experience with this?
