TDS Certificate issue

Hi, in AR 11i , Iam doing indian localisation for TDS. In the the TDS certificate window we have a location column, there we have to enter the bill to address location code. In the location column iam trying to enter the location No. But it is saying that list of values contain no values.
can any one helpme regarding this.
