Database Tuning Help Required

I am using Orale 9i and Running different Applications and there are approximate 120 USER on my Netwrok. My DataBase is Giving Slow Respose. Please Guide Me Steps for How i can Tune my Database?

My first question will be that how you can say that your application is well tunned or well tested? Don't say database is slow at the very first stage first check your application and when you will be sure that your application is well developed and tested then you should come to database.
Normally it happens that we try to tune database instead of application and I have seen that most of the time issues are with applications. Hope you got my point.

yes Admin is 100% rights you first tune yours application then go for database
