Which Oracle Appls Service Provider to engage?

After reading the article on "How to evaluate Oracle Apps Service Providers" I am still wondering if the parameters mentioned in the link can be measured correctly. Can this group share names on some Oracle Apps implementation service providers who operate in Europe so that we can a decision fast?
