Hi Akash
Do you have HRMS? If so you should create it in test instance.

Hi Akash,
To create an requisition you should be having requestor responsibility in general. There are 5 mandatory setups required to access any purchasing document.
1.User employee association
2.Approval Group
3.Approval Assignment
4.Document types
5.Fill employee hie concurrent.
Here in your case you are having sysadmin access.i.e you setup as an user,But you are not Associating to an employee.define yourself as an employee in HRMS people enter maintain navigation or setup>personal>employee option if only purchasing module setup in your org. Then put that created employee name in Sysadmin>security>user>define column. Now you can through it.Let me know for any information.
Thanks,
Ram.
