Error while Creating Employe using HRMS Global Man

I am creating employee using Global HRMS Manager Responsbaility. All information is ok but on the Screen Assignment screen, Tab GOSI Details screen system is asking select 'Employer' value and it is mandatory. But actualy there are no values in list.
pls advise how this field cna be skiped or where I can define list of values for this field.
