View Ex-Employee on Manger Self Service

Hi,
I have a requirement to view Ex-Employee through manager selfservice (in Special information, Manager Action, Termination).
I came across with the profile option name HR: Access Non Current Employee which can be attached at site/responsibility level and which allows to ex employee record for their retirement benefit purpose (According to oracle). According to oracle this profile is only applicable when user based security profile based on position, organization or custom is attached to the said responsibility (i am taking Manager Self Service).
Even after complying all the conditions i am unable to see ex-employee record through manager self service.
