Issue when Calling actual worker from database pkg

Im trying to call process 'Actual Cost Worker' from database pkg for some scenario we have
the process completing successfully but its not picking the unaccounted inventory trx to create accounting as the scheduled one
the standard Actual Cost Worker has four parameter
1) sequence
2)organization_id
3) sysdate
4) time
