ASRFA and ASRMAIN are Sub-inventories not users, but you you can allocate required items to this sub-inventory / locators and restrict responsibility or specific users from access this sub-inventory /locator.

as far as i know there are only 2 ways to transfer qty between 2 organizations
1- Inter-org transfer and there is no request for it in oracle
2- Internal sales order and you should implement Order management module to able to release and ship (issue) the order.

Unfortunately (AS fare as I know) u have to transfer the qty from staging sub inventory to the specifying on hand sub inventory MANUALY, that because the system will not know which sub inventory you need to transfer to.
Anyway I am investigating for a solution of this problem and how to do it ...

If you want to de-activate serials do as supratik30 mentioned below, but if you want to delete it as misc- transactions use mass issue from On hand availability>>on-hand>>tools>>mass issue
and approve the generated move order>> update bottom>>select Serials you need to Misc-issue it>> and transact ...

and if i issue the items with only LPN number to customer can i trace it by card serial number?

return the qty you reciept to syplyer, and from PO create new line with the correct shipping location.
you can cancel the line you create with wrong Org later.

I hope i understand what you saying, any way if you do miscellaneous receipt in inventory while the item setup as inventory item and not an fixed asset item the material account will be Dr because the you need to receive it to your stores and exceed the inventory value with the item's Qty received ...
