Dear Adeel,
It depends on your localization, because Oracle provides localized responsibilities that you can use, for example:
-- Saudi HRMS Manager (Saudi Localization)
-- India HRMS Manager (India Localization)
-- Global Super HRMS Manager (For global implementation that does not have seeded localization, such as Jordan)
